
The Fabasoft eGov-Suite is to be put into operation in further individual departments of Lower Austria's 21 district administrations. The state of Lower Austria is responsible for project management. The completion of the rollout is scheduled for mid 2009 with 5,700 users then working with the Fabasoft eGov-Suite throughout the entire state of Lower Austria once the project is fully implemented – both at district administration level and also in the groups and departments of the Lower Austrian state government authority.
The rollout of the Fabasoft eGov-Suite in the groups and departments of the Lower Austrian state government authority was carried out by Fabasoft at the end of 2006. The standard software is currently in operation for 5,200 users at the central offices of the Lower Austrian state government and in the departments of the district administrations where it has already been rolled out.
The state's IT department chose a process-oriented procedures model for the rollout. One concrete process was for handling the approval of road construction works by the respective traffic department at the district administration. The rollout of each process took place in pilot departments in three selected district administrations. Existing processes and workflows were defined and analysed in these departments.
The specific requirements were identified and then fulfilled using the Fabasoft eGov-Suite, as in the case of the introduction of central template management and the implementation of digital business processes, for example. Following the successful live operation in the pilot departments, these departments were rolled out in all other district administrations in line with this procedures model. The existing specialist applications used up to this point were either replaced or integrated by ELAK.
Josef Schnürer, project coordinator for the state of Lower Austria, explains: "Thanks to the central template management and the use of text modules we have implemented a form of 'corporate design' in the state of Lower Austria. All official notifications, for example, have a standard header and footer. With the help of Fabasoft's eGov-Suite this is possible without any extra work. Text modules can be changed centrally in St. Pölten and are available automatically and immediately in all the district administrations. This also reduces work and costs."
The duties of a district administration include, among others, issuing driving licences, official medical certificates and the authorisation of supplementary benefit applications. Thanks to the ubiquitous operation of the Fabasoft eGov-Suite and the interdepartmental workflow, the state of Lower Austria has been able to speed up processing times in the areas that have been rolled out.
